School of Physical Science and Technology, Southwest Jiaotong University, 2024 Graduate Students:
In accordance with the "Management Measures for the Selection of Outstanding Graduate Students of Southwest Jiaotong University" (SWJTU Student [2023] No. 10) (hereinafter referred to as the "Management Measures"), to set examples, recognize excellence, and fully leverage the role of exemplary figures, the university has decided to organize the selection of outstanding graduate students for the 2024 academic year from September to December 2023. Each college is requested to carry out this task in strict compliance with the principles of "fairness, impartiality, and transparency" as stated in this notice.
I. Selection Criteria
According to the revised "Management Measures," the criteria for selecting "university-level outstanding graduate students" are as follows:
Always adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, consciously practice the core socialist values. Maintain a firm ideal and belief, consciously align with the central party leadership in politics, thought, and action. Possess the correct worldview, values, and outlook on life, have lofty ideals, be down-to-earth, face difficulties and challenges without fear, and bravely shoulder the mission of the times.
Love the alma mater, actively practice the spirit of excellence and ceaseless self-improvement advocated by Southwest Jiaotong University, and adhere to the motto: "Diligence in Learning, Sincerity in Erudition, Perseverance in Ambition, and Loyalty and Benevolence in Undertakings."
Demonstrate exemplary moral character, observe discipline, honesty, and trustworthiness, and excel in one's conduct. Serve as a role model. No unresolved disciplinary actions and no violations of academic ethics.
Study diligently, excel academically, and not have any unqualified courses during the course of the graduate program. Maintain an average course score of 80 points or higher.
Actively participate in physical exercise, voluntary services, and social practice activities. Maintain physical and mental health, have a positive outlook on life, uphold virtues, and be willing to contribute.
During the graduate program, receive university-level and higher-level honorary titles or second-class and higher academic scholarships at least once.
"University-level outstanding graduate students" may also be prioritized for recommendation under the following conditions: active participation in graduate internships for six months or more, achieving outstanding results in competitions such as the National Postgraduate Innovation Practice Series, the "Challenge Cup" National College Students' Scientific and Technological Academic Competition, and the China "Internet+" College Students' Innovation and Entrepreneurship Competition, making significant inventions or contributions to society; displaying outstanding performance in self-reliance and determination or acts of courage, selflessness, or heroism during their time at the university, which have been recognized and reported by the media.
"Provincial-level outstanding graduate students" selection criteria:
(1) "Provincial-level outstanding graduate students" are primarily selected from "university-level outstanding graduate students." In addition to meeting the aforementioned conditions, they should have received university-level or higher-level honorary titles at least once during their graduate program and received a second-class or higher academic scholarship or other financial awards at least once. They should not have been subjected to disciplinary action during their graduate program.
(2) Graduates who respond to the national call to dedicate themselves to national defense, voluntarily work in remote and underprivileged areas, rural and urban grassroots, and key sectors, as well as graduates who have received national awards, will be given priority for "provincial-level outstanding graduate student" recommendation under equal conditions. Graduates who have demonstrated outstanding character and contributions and have received public recognition may be directly recommended for "provincial-level outstanding graduate students."
II. Allocation of Quotas
According to the "Management Measures," based on the number of participating students, each secondary teaching and training unit may recommend "provincial-level outstanding graduate students" and "university-level outstanding graduate students" as outlined in Appendix 1.
III. Selection Process
This selection will take place offline in accordance with the "Management Measures." The work plan is as follows:
(I) Student Application Phase (September 27 - October 9)
Student Application
Participating students should carefully review the selection criteria, complete the "Southwest Jiaotong University Graduate Student Personal Honor Approval Form" (referred to as "Personal Approval Form," see Appendix 2) along with the supporting materials, and complete the "List of Academic Research and Honor Materials for Graduate Student Awards and Honors at Southwest Jiaotong University (2023)" (referred to as "Materials List"). When filling out the materials, accuracy and honesty are required. The classification of journals for publications and research project categories should be strictly based on the latest standards published by the university, and exaggeration or false reporting is prohibited.
In addition to the above materials, students applying for "provincial-level outstanding graduate students" should complete the "Sichuan Province 2024 Outstanding Graduates Recommendation Form for Regular Colleges and Universities," printed on both sides.
Democratic Evaluation
Classes should recommend candidates through democratic evaluation by the Student Reward Evaluation Committee and accurately fill in their opinions and sign their names in the "Class (Student Organization) Democratic Evaluation Opinions" column of the "Personal Approval Form."
Advisor Review and Explicit Recommendation
Advisors should review the supporting materials for students' award applications (i.e., the "Materials List") to verify the accuracy of the listed academic research and honors. They should confirm that the student's research achievements meet the university's academic ethics standards and provide their opinion in the "Advisor Recommendation Opinion" section of the "Personal Approval Form."
(II) College Review Phase (October 9 - October 26)
College Student Affairs Committee Review
The College Student Affairs Committee will review the "Materials List" and related supporting documents submitted by students. The committee will also evaluate whether the students meet the selection criteria. If the materials meet the requirements, the person in charge of student affairs should sign and confirm in the "College Student Affairs Committee Review Opinion" column of the "Personal Approval Form." The college should complete the "Basic Information Summary of Recommended Candidates for Outstanding Graduates of the 2024 Graduate Students in XXXX College (Laboratory, Center)," ensuring the information is accurate and error-free.
College Student Reward Evaluation Committee Review
The College Student Reward Evaluation Committee will convene an evaluation meeting to determine the list of candidates to be recommended for "provincial-level outstanding graduate students" and "university-level outstanding graduate students." After a public notice period of three working days (note: for "provincial-level outstanding graduate students," the college should also publicize the main application materials, such as the "Materials List" and "Personal Approval Form" within the college), and no objections received, the College Student Reward Evaluation Committee should specify the review opinions in the "College Student Reward Evaluation Committee Review Opinion" section of the "Personal Approval Form" and sign it.
At the same time, the candidates for "provincial-level outstanding graduate students" should fill out the "Sichuan Province 2024 Outstanding Graduates Recommendation Form for Regular Colleges and Universities." The college should provide its opinion and affix a seal in the "College Recommendation Opinion" column.
Submission of Materials to the Student Affairs Office
After the college's public notice period is complete, the relevant review materials should be submitted to the Party Committee's Student Affairs Office (Student Affairs Division) by 12:00 on October 26, 2023. Specific requirements are provided in the following sections.
(III) University Review Phase (October 26 - December 10)
The Party Committee's Student Affairs Office (Student Affairs Division) will conduct a formal review of the materials submitted by each college, check the procedures for compliance, and verify the correctness of signatures (one signature from a class evaluation committee and one from a college student reward evaluation committee chairman is sufficient). Once the materials are organized and summarized, they will be submitted for review by the University Student Reward Evaluation Committee. A public notice period of five working days will be observed across the university. If there are no objections, the list of award recipients will be determined at a university decision-making meeting, and the relevant materials for candidates for "provincial-level outstanding graduate students" will be submitted for approval to the Provincial Department of Education (as provincial-level outstanding graduate students are ultimately evaluated by the Provincial Department of Education).
In accordance with the unified deployment of the Provincial Department of Education and the university, following the workflow, the university is expected to issue the "Decision on Commending Outstanding Graduates of Southwest Jiaotong University for the 2024 Academic Year" in March-April 2024. Outstanding graduates for the 2024 academic year will be recognized and awarded certificates. The approval forms will be placed in the students' personal files.
IV. Other Requirements
(I) Submission of Materials by Students
Printed version: "Southwest Jiaotong University Graduate Student Personal Honor Approval Form," "List of Academic Research and Honor Materials for Graduate Student Awards and Honors at Southwest Jiaotong University (2023)," and the corresponding supporting materials.
In addition to the above materials, students applying for "provincial-level outstanding graduate students" should complete the "Sichuan Province 2024 Outstanding Graduates Recommendation Form for Regular Colleges and Universities," printed on both sides.
The printed materials should be submitted by the class representative to the class leader by 5:00 PM on October 9, 2023 (Monday). The class leader should submit the printed materials to the Graduate Student Counselor's Office (J0902, Jiuli Campus) by 12:00 PM on October 10, 2023.
Electronic materials: "Basic Information Summary of Recommended Candidates for Outstanding Graduates of the 2024 Graduate Students in XXXX College (Laboratory, Center)."
The electronic materials should be submitted by the class representative to the class leader by 5:00 PM on October 9, 2023 (Monday). The class leader should send the electronic materials to 840715033@qq.com by 12:00 PM on October 10, 2023.
(II) Points to Note
Before conducting the award evaluation work, classes should organize a study session to understand the "Management Measures for the Selection of Outstanding Graduate Students of Southwest Jiaotong University" and accurately comprehend any policy adjustments. They should also study the "Disciplinary Measures for Graduate Students at Southwest Jiaotong University" and the "Academic Ethics Code for Graduate Students at Southwest Jiaotong University (Revised)," and carry out integrity education. If students engage in fraudulent activities during the selection process for outstanding graduate students, the university will cancel their eligibility, revoke any honorary titles they have received, and retrieve their certificates. Depending on the severity of the case, disciplinary actions will be imposed. For students who have already been selected as outstanding graduate students, if they fail to graduate on time, receive disciplinary actions before graduation, or engage in violations of discipline, ethics, or the law, the university will revoke their honorary titles and retrieve their certificates. For "provincial-level outstanding graduate students," the university will recommend to the Provincial Department of Education to cancel their honorary titles and retrieve their certificates.
All classes should strictly follow the prescribed procedures and closely monitor the progress of the selection.
